Environmental Investigations
Phase I Assessments
Cardinal Resources has provided Phase I Site Assessments to a wide range of clients. Those clients include:
- Property owners
- Developers
- Attorneys
- Insurance companies
All Phase I's comply with ASTM standards. A typical Phase I includes the following services:
- Review of historic environmental records
- Visual assessment of site conditions and neighboring properties
- Interviews with personnel and neighbors
- Report summary of all information obtained
Cardinal Resources can also include recommendations and costs related to the identified environmental issues on the property.
Phase II Assessments - Pennsylvania
Soil and groundwater contamination from the historic use of solvents was discovered at this site. Cardinal Resources identified impacted soil under the floor of the building, which provided an ongoing source for groundwater impacts. A combination of soil excavation and installation of a soil vapor extraction system was used to remediate the source material. A release from liability was obtained for site soil and groundwater under Pennsylvania's Act 2 site-specific standard. The site was released during remediation and sold after the release from liability was obtained.

Environmental Due Diligence - Ohio
The client requested Cardinal Resources perform a due diligence investigation prior to the purchase of a facility to evaluate the potential for and estimate the cost of environmental liability. A complete records search with appropriate state and federal agencies was performed; a complete review of facility records, permits, and processes for compliance issues was also performed. Field investigations included installing groundwater monitoring wells and the analysis of groundwater and surface water samples, soil samples, process wastewater, and drinking water supply wells. Cardinal Resources' personnel were able to quantify the potential environmental liability associated with taking ownership of the facility. This estimate allowed the purchaser to reduce the purchase price and to begin remediating environmental concerns.
