Environmental Management
Coal Ash Disposal Site - Western Pennsylvania
This project involves management of the environmental compliance program and engineering design for expansion of a coal-fired power plant ash disposal facility. The disposal facility is configured in a valley, with leachate and storm water control piping installed in the subgrade liner prior to waste placement. Site management of the environmental compliance program consists of the assessment of water quality, air quality, and ash placement as well as the field inspection and certification of all on-site construction activities and material installations. Analytical results and construction certification documents are compiled quarterly and annually in a two-volume report that is delivered to the Pennsylvania Department of Environmental Protection.


Engineering Design
Engineering design for this project involves the design and construction oversight of the expansion of the leachate collection and storm water management system for the disposal site. Cardinal Resources develops specifications for the materials and methods of installation. The expansion of the facility's’ water management system is performed annually in concert with ash placement as the ash is deposited within the permitted boundaries.
